In addition, Phelps Dodge Rod Mill won the Award for the Most Improved Safety Record. She is well versed in the operations and management of profit, non-profit, and sovereign nation entities. Ms. Holguin-Lucero’s is well versed and experienced working for tribal entities to include tribal governmental operations, entertainment, and commercial enterprises.

Ms. Holguin-Lucero attended the University of Texas at El Paso and holds a B.S. in Business Management from the University of Phoenix, Santa Teresa, NM and received her certification as Senior Professional in Human Resources (SPHR.). Ms. Holguin-Lucero currently is a board member for the University of Texas at El Paso, College of Engineering Advisory Board, serves as President of the regional (El Paso, Las Cruces, WSMR, Fort Bliss, HAFB, Alamogordo) Paso Del Norte Chapter of the National Contracts Management Association, serves on the El Paso Greater Chamber of Commerce (EPGCC) as a voting member of the Governing Board and Member of the EPGCC Armed Services Committee and the EPGCC Business Development Committee. She also serves as the Chairman for the regional (Las Cruces, El Paso, and Alamogordo) Workforce Development Council. She has held lead roles in planning and as assistant General Chair for professional conferences such as the International Telemetering Conference (ITC) and the International Test & Evaluation Associations (ITEA) System of Systems Conference, and as Program Coordinator, and the DoD Mentor-Protégé Conference. Ms. Holguin-Lucero is also a current member of The Bridge of Southern New Mexico-Workforce Talent Collaborative to develop the Doña Ana County/Borderplex Joint Regional Workforce Development Plan. She is very active in her community and serves on several of her church ministries and other local community endeavors.
