Patricia Holguin-Lucero joined Tigua, Inc., as its Director of Operations in January 2020. She brings over 25 years of Business Management, Operations, Business Development, Human Resources, and Safety and Risk Management experience.

Ms. Holguin-Lucero oversees and is responsible for Tigua, Inc.’s Corporate operations and its divisions; Tigua Enterprises, Tigua Facilities, Tigua Technology, Tigua Construction, and its joint ventures. She oversees and develops strategies to ensure end-to-end continuous improvement management of Operations to include cross functional goals for the organization’s contracts administration, organizational development, quality management systems, risk management, human resources, and accounting/finance and business development efforts to support the organizational goals and strategic plans. She is a key player in the company’s strategic growth plan providing operational development, managerial and technical oversight as project/program oversight of CONUS federal contracts and direct interface with customers. She is an integral member of the corporation’s business development division supporting efforts from capture management to proposal development for DoD and other federal agencies contract pursuits and commercial business.

Prior to joining Tigua, Inc., Ms. Holguin-Lucero served as the Director of Operations and Compliance for TRAX International’s Corporation’s Range and Engineering Services Group and it’s El Paso, TX operations, a large business defense contractor; responsible for the day-to-day operations and compliance efforts, business development and Program Manager for a couple DoD Contracts and Lead for the organization’s multiple award task order contracts (MATOCs).

Ms. Holguin-Lucero has over 24 years’ experience in strategic planning, business management, and Program Management for Department of Defense test and evaluation related contracts. Ms. Holguin-Lucero has served in the capacity of Chief Operating Officer and Vice President for Contracts Administration for one of the Nation’s Top 500 Hispanic Organizations; providing operations oversight to a multi-million-dollar corporation and key player in its strategic plan and business development efforts. Ms. Holguin-Lucero’s expertise has led her to be invited to participate in the Department of Defense (DoD) Mentor-Protégée Annual Conference as a Panel Speaker and guest speaker at the Hispanic Entrepreneurs Lecture Series and a regular invited guest lecturer for the College of Engineering at the University of Texas at El Paso and New Mexico State University round tables.

In addition, Ms. Lucero has over 25 years of strong risk/safety management experience. While working for Phelps Dodge Corporation, “one of the worlds’ leading producers of copper,” the Phelps Dodge – El Paso Operations was recognized for its outstanding safety record world-wide. During her tenure as Safety Coordinator for the El Paso Operations, Phelps Dodge Refinery and Phelps Dodge Rod Mill; Phelps Dodge

Refinery was recognized for its excellent safety record by winning the Chairman’s Safety Award – Best Safety Performance worldwide. In addition, Phelps Dodge Rod Mill won the Award for the Most Improved Safety Record. She is well versed in the operations and management of profit, non-profit, and sovereign nation entities. Ms. Holguin-Lucero’s is well versed and experienced working for tribal entities to include tribal governmental operations, entertainment, and commercial enterprises.

Her strong leadership, education, and experience in diverse business markets are an added value to Tigua, Inc.’s diverse market/client mix (federal, state, commercial, and international (multi-national) organizations.)

Ms. Holguin-Lucero attended the University of Texas at El Paso and holds a B.S. in Business Management from the University of Phoenix, Santa Teresa, NM and received her certification as Senior Professional in Human Resources (SPHR.). Ms. Holguin-Lucero currently is a board member for the University of Texas at El Paso, College of Engineering Advisory Board, serves as President of the regional (El Paso, Las Cruces, WSMR, Fort Bliss, HAFB, Alamogordo) Paso Del Norte Chapter of the National Contracts Management Association, serves on the El Paso Greater Chamber of Commerce (EPGCC) as a voting member of the Governing Board and Member of the EPGCC Armed Services Committee and the EPGCC Business Development Committee. She also serves as the Chairman for the regional (Las Cruces, El Paso, and Alamogordo) Workforce Development Council. She has held lead roles in planning and as assistant General Chair for professional conferences such as the International Telemetering Conference (ITC) and the International Test & Evaluation Associations (ITEA) System of Systems Conference, and as Program Coordinator, and the DoD Mentor-Protégé Conference. Ms. Holguin-Lucero is also a current member of The Bridge of Southern New Mexico-Workforce Talent Collaborative to develop the Doña Ana County/Borderplex Joint Regional Workforce Development Plan. She is very active in her community and serves on several of her church ministries and other local community endeavors.
